Booking railway tickets and getting them easily when needed is one of the most coarse problems for the Indians.If we speak about Delhi, it is even more difficult to manage a railway reservation on time.
It is an open secret for Delhites that when the railway reservations are closed at the counters, people book it through travel agents by shelling more than double the amount of "Tatkal tickets".
The open Fraud
1) Tatkal reservations begin at 8.00AM every morning.
2) Since the demand is too high,considering our huge population, the tickets get exhausted in almost half an hour.
3) The first 30 minutes from 8.00 AM to 8.30 AM are the most crucial for the common man to secure a tatkal railway reservation.
4) However, out of the first 30 minutes, IRCTC website is down for the first crucial 25 minutes everyday . The website goes down partially or fully on daily basis during this time. IRCTC ensures that no reservations are possible during this time.
5) You may open the website and try booking a tatkal ticket yourself. IRCTC will not allow you to book any ticket during this time and suddenly the website starts working after this time.
6) The remaining 2-3% of the tickets are then open for public booking for the last 5 minutes.If you are lucky enough, you may get a tatkal ticket.

Well Bhaskar, you are right. No need to fight a lost battle when you know that you are not going to win. Curruption runs in the blood of our system. Guilty will get a Rs500 or Rs 1000 fine and all will go as it is already going on.
Media also seems to be circulating only paid news which fetches them high TRP.

Yes you are right that service is unavailable initially and when all tickets (tatkal one) got sold then it becomes available. Its not a fraud but a performance/scalability issue of the application. Since no.of request is more during peak time (8 to 8:30) so its unable to service all of the request. I am victim of same :) But I have successfully booked tickets as well (tatkal one).
So in my opinion, its not a fraud but a performance issue.

Nice to hear from you after a long time bro.I agree that IRCTC is the commercially highest used website in India with around 53,000 hits at peak time. But my point is that with the relevant infra structure and cloud computing suport from MTNL setup, performance should not be an issue.
The issue is beyond technical aspects. As we both are techies we understand that relevant cloud support should be enough to handle the application performance.
The point is , does the govt not know about the quota tickets. On sarojini Nagar railway counter the ticket booker directly tells you that out of 14 tatkal tickets in Vaishali exp (train no:2553), only 1 is available for public and rest for the travel agent quota from the backend.
How can we justify this under the caption of "performance and scalability".This is just another form of curruption.
